Overview
Voice Of Our Voices (VOOV) is implementing a USAID funded project with the objective to implement activities to support the attainment and maintenance of epidemic control among Key Populations by delivering HIV prevention, care, and treatment services for these populations and their networks; with a focus on vulnerable women residing or working in Eswatini.
VOOV has vacancies for the following positions:
1. Programs Officer
2. Monitoring & Evaluations Officer
1. Program Officer
The Program Officer is directly responsible to and supervised by the Executive Director. The Program Officer takes a lead in the preparation of relevant program documents, implementation of program activities and produces program reports. He/She ensures compliance and quality program delivery.
Duties and Responsibilities
The following are the key duties and responsibilities of the Program Officer;
- Develop program documents including work plans and technical concepts for VOOV and other Key Stakeholders
- Provide oversight with the development, review and editing of all program documents including progress reports, budgets, MER plans and other documents required by the donor.
- Coordinate the planning and implementation of program activities according to approved work plans and within stipulated timelines and budgets
- Attend relevant meetings with Partners and other stakeholders at national level including relevant Technical Working Groups
- Provide technical support to Outreach Workers on execution of their work expectations and ensure that they all understand Program priorities
- Participate in Program Review Meetings
- Ensure that Outreach Workers prepare and submit all required reports within the expected time frame
- Coordinate and participate actively in the planning, organizing, facilitation and evaluation of capacity building activities for VOOV in collaboration with the different departments
- Actively participate in evaluating program achievements and use findings in facilitating improvement strategies to achieve desired targets
- Identify opportunities that will translate into improved quality of services and program implementation
- Prepare periodic reports according to donor rules
- Assist in any other program related activities at VOOV as directed by Supervisor
- Perform functions with a view to safeguarding and developing the best interests of VOOV
- Degree in Social Science, Public Health Sciences or Related Other
- 3-5 years of relevant experience in implementation of HIV related project and working with USAID/PEPFAR grants
- Demonstrate knowledge of the Swaziland health system and social networks including the Key Population Programming
- Strong inter-personal and public relations skills
- Ability to work independently, take initiative and manage a variety of activities concurrently
- Ability to communicate technical issues effectively and persuasively
- Demonstrated ability to think analytically and take initiative in solving problems
- Excellent English Language oral and written communication, proficiency in MS Office suite
- Legal background can be an added advantage
2. Monitoring and Evaluations Officer
The M&E Officer is directly responsible to and supervised by the Executive Director. The Officer takes lead in the management of VOOVs Monitoring system and ensures databases are well developed and maintained. He/She ensures compliance and quality program reporting of project outputs.
Duties and Responsibilities
The following are the key duties and responsibilities of the M&E Officer;
- Establish reporting systems, which should include at a minimum, monthly reports, quarterly supportive supervision, data verification exercises and feedback sessions for Outreach Workers
- Carry out programmatic monitoring visits to Outreach Workers to ensure that;
- Programmatic activities are implemented in accordance with approved work plan
- Project is reaching planned targets for the period on all performance indicators
- Project documentation is adequate
- Tools exist for the relevant data to be regularly captured
- Develop and maintain a program database
- Ensure filing of all source documentation is maintained
- Review and critically analyze all submitted reports and submit results to the Program Officer
- Meet with Program Officer and Finance Officer to discuss report results and compare and align analysis
- Prepare periodic reports according to donor rules
- Train cadre on the use of data collection tools
- Assist in any other program related activities at VOOV as directed by Supervisor
- Perform functions with a view to safeguarding and developing the best interests of VOOV

- Position: Organisational Development Officer
Specific Functions of the Position
Capacity Development
- Facilitate capacity development of Partners implementing the Key Populations Investment Fund (KPIF)
- Responsible for Organizational Development component of the project
- Support KPIF Partners to develop Organizational Policies
- Ensure Governance capacity for oversight of KPIF project
- Provide oversight for Partners Human Resources Management
- Assist KPIF Partners in Resources Mobilization
- Collaborate closely with the Grants and Programs Department to support Partners.
- Assist in the development and adaptation of capacity assessment tools.
- Assist in providing comprehensive and customized capacity development mentoring for each Partner to include support for human resource management, governance and board leadership, organizational sustainability, and external relations/networking.
- Assist in partners in systems strengthening processes such as policies, governance capacity strengthening
- Ensure Human Resource management systems including recruitment, appraisal, contracting, filing, exiting are in place
- Lead organizational capacity assessments and development of institutional strengthening plans with all Partners.
- Update Partner consolidated institutional strengthening plans to ensure that all capacity development priorities are documented and progress tracked over time.
- Conduct regular field visits to Partners to provide one on one OD support, and spot checks.
- Plan organizational development trainings customized to the individual needs of Partners and facilitate training sessions as needed.
- Assist in strengthening networks and coordination among implementing partners.
- Conduct periodic review/mapping of the technical and organizational strengths/assets that exist among the Partners so that best practices and expertise can be exchanged locally.
- Participates in Organizational Development related forums with international and sister agencies; and
- Documents and disseminate OD best practices in organizational strengthening.
HR & Administration
- Monitor OD component and ensure implementation.
- Develop and maintain grantee site visit schedule and filing of site visit and programmatic reports.
General
- Perform functions with a view to safeguarding and developing the best interests of CANGO
- Ensure that documents are saved on shared drive
Education and Experience Requirements:
- Bachelor’s Degree in Social Science or related field.
- Specialty in HR management or history of people management an added advantage
- Minimum 3-5 years of experience in working for HIV related programs
- Experience working with donor funds, particularly Global Fund, USG and grants or contracts management preferable.
- Strong interpersonal and public relation skills
- Excellent English Language oral and written communication, proficiency in MS Office suite
- Light duty driver’s license
- Position: Grants Compliance Officer
Specific Functions of the Position
Grants Administration:
- Assist with drafting grant agreement documents, modifications and Neg memos
- Administer the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
- Track grantee contractual obligations, e.g., pre-award conditions
- Assist in close out at the end of grantee agreements, document finding and ensure that all close-out checklists are completed and outstanding issues are addressed
Capacity Building and Support:
- Provide technical assistance in terms of accounting, financial management, financial policy formulation and systems of internal control to all grantees to ensure compliance in terms of USAID and other donor rules and regulations
- Perform assessments of grantee organizations as directed by the Finance Manager
- Review grantee budgets and provide assistance and guidance where necessary including the monitoring and interpretation of project budgets versus actual expenditures
- Train and mentor grantees on policies and procedures and USAID regulations
- Facilitate the VAT claiming process for grantees and ensure that timely reimbursements are received
Regular Monitoring and Audits:
- Perform monthly reviews, audits and approval of grantee expense reports ensuring that expenses are auditable and verifiable
- Conduct and document regular grantee site visits to ensure that pre-ward conditions are addressed and implemented by grantees within the period specified in the grant agreement
- Review budgets and ensure that budget amendment requests from grantees are timeously communicated to the Finance Analyst for actioning and approval
- Monitor the grantee burn rate, and communicate with the Finance Analyst on a monthly basis
- Monitor and track grants related performance measurement indicators and liaise with Finance Analyst to implement strategies to improve CANGO performance
- Maintain the grantee obligation matrix, and ensure records reconcile with CANGO accounting records,
- Prepare grantee advances and ensure that it is received timely.
- Perform original document verifications every quarter and ensure that grantee files are up to date
- Review grantee asset register and conduct physical verifications on a quarterly basis.
- Work with the Finance Department in ensuring that grantee payments are prepared timeously.
- Work with Finance Analyst in verification of all Grants Payments
Reporting
- Assist with Donor Financial Reporting every month
- Prepare VAT schedule to the Finance Analyst on a monthly basis
Education and Experience Requirements:
- B.Com Degree in Accounting;
- Three or more years previous work experience in grants and financial management.
- Experience working with donor funds, particularly USG and grants or contracts management preferable.
- Strong interpersonal and public relation skills
- Excellent English Language oral and written communication, proficiency in MS Office suite
- Light duty driver’s license

Key Responsibilities
- Coordinates SNEMA M&E activities
- Work closely with CANGO in developing monthly, quarterly and annual work plans for the TIMS 2 Project.
- Develop and maintain M & E data base using appropriate system program tools
- Provide technical support to data collectors
- Prepare the M & E Section of SNEMA progress reports timeously and to the required standard;
- Conduct project monitoring visits to project implementation sites
- Maintains and update the M & E back-up document plan, which includes a soft and hard copy filing system of all reports and documents (back-up plan, DQM, M&E Plan).
- Developing monthly, quarterly, bi-annual and annual M&E reports
- Attends, participates and if required facilitates during trainings.
